The rule that matters on a multi-country trip is the strictest one on the route: you carry a permit for the whole journey or you do not. Here the strictest is Italy (required).

Italy Required
The US Embassy advises US citizens to carry an IDP; some sources treat an official Italian translation as an alternative. Rental agencies commonly require an IDP regardless.

France Required
For a short stay of under 6 months, a non-EU license must be written in French, or carried with an IDP, or with a legalized official translation. An IDP is the easiest of the three for a US license.

Spain Recommended
Spain's DGT advises non-EU visitors to obtain an international permit before traveling, and separately accepts foreign licenses that carry an official Spanish translation. Carrying an IDP is the simplest way to satisfy that, and rental agencies often ask for one.

Germany Recommended
US license accepted for up to 6 months as a visitor; no IDP legally required for short tourist stays. An IDP is still recommended for police stops and rental desks.

Netherlands Recommended
Tourists may drive on a valid US state license. The US Embassy advises carrying an IDP alongside it, but does not require one. A foreign license is good for 185 days once you take up residence.
